MVNO Definition:  

A mobile virtual network operator (MVNO) builds relationships with owners of wireless networks to provide customers with wireless communications services. After entering into a business agreement with a mobile network operator, MVNOs typically obtain bulk access to network services at wholesale rates and then set retail prices independently.
